Yang Xiwei: July in the flowing water and the cold winter in the northern country can highlight the importance of building energy conservation and environmental protection. It reminds us that the energy saving in buildings is of practical significance. If it is not cooled, the hot summer will damage our health; if it is not built according to energy-saving standards, air-conditioning consumes much more electricity, and energy consumption and environmental degradation will be much worse. This is a bad cycle. The emergence and implementation of building energy conservation advocated by the state has broken this bad cycle.
 
The Ministry of Construction released the 13th Five-Year Plan for Building Energy Efficiency and Green Building Development this year. The plan proposes that the new building will increase its energy efficiency by 20% in the new five years. This target covers nearly 2 billion square meters of construction market every year. The 13th Five-Year Plan will build nearly 10 billion square meters of energy-efficient buildings. The plan also proposes that within five years, we will complete 500 million square meters of renovation in existing residential buildings, most of which will be placed in the hot summer and warm winter areas, while the entire five-year period will be placed in cold areas. The plan also pointed out that the energy-saving renovation of public buildings was completed during the 13th Five-Year Plan period. The proposal of these goals has created a super-billion-dollar construction market. It is estimated that by the end of the “Thirteenth Five-Year Plan” by 2020, more than half of the buildings in the country will become energy-efficient buildings. With more than 20 billion energy-efficient buildings, we have done more than 100 billion yuan in energy-saving inspections last year, so the two together will be the world's largest energy-efficient buildings.
 
Here, we see the wall insulation that bears the heaviest energy-saving tasks, and now we have been researching and making breakthroughs in several aspects. First, the prefabricated building façade, which is promoted by the Ministry of Construction, and the supporting thermal insulation wall panels, are emerging in various forms, including of course slabs. I believe that no matter which assembly-type production base will be produced in the future, it is necessary to produce a complete set of plates by itself or by a specialized professional manufacturer to produce insulation wall panels. Second, the wall insulation system of the original traditional high-efficiency and energy-saving organic board is utilized after improving the flame retardancy and fire safety. For example, the EDS upgraded blackboard, the plastic plate and PUR plate represented by the B grade, and the phenolic plate, of course, these plates still have some problems to be overcome and improved, but progress is being made. Third, the inorganic material system is improving the thermal insulation performance. While the fire safety has progressed, it is hoped that the thermal insulation can also obtain better performance. We are currently reviewing the external insulation system. We are also concerned about the application of high humidity in this region and the Northeast, and we have made some progress. We will arrange a gas barrier film in the system, and will visit the cold and high humidity areas of Moscow and the Soviet Union in the fall; visit Nordic and discuss their application and construction treatment in the cold and high humidity areas with their European counterparts.

Insulation panels cover a full range from A to D, each with a range of applications. For example, the insulation performance is better, the melting degree is lower, this time the fire performance is the first level, the data is super low level, then the melting degree is relatively large, its fire performance can reach A2 level, this time The insulation performance is slightly worse. They are different. Although the launch is a series, but in the application, I hope that our experts and technicians can clarify its applicability, so that our project can be used clearly and clearly, and the company will only bear the responsibility of the project in the future. responsibility.
 
From 2007 and later from 2009, we visited Europe and visited the UK about four times. We know that the external insulation is well done, and the Nordic countries with safer performance are one in the UK and one in Germany. Therefore, in terms of reason, we launched the 50016, the fire protection code for buildings that was finally launched from 2009 to 14 years. There are still opinions in it. I am mindful of it, and I have to argue with them when necessary. In the past few years, we have allowed them to modify it four times. They have always disagreed with their launch. It is because we visit Germany, visit the UK and Europe as a whole. Their requirements are more reasonable and more practical than ours. We have learned about the UK's fire test standards and we have introduced them all. The objectives of its experiments and the final application of conformity determination, grading and grading are clearer than we are talking about, and we are learning from them. Why is there a big fire? In essence, it is the same as our CCTV fire, Shanghai fire, and Shenyang fire. Although there are various reasons for violations, violations are violations. I remember looking at the building energy-saving renovation project in 2012. The renovation of the construction site is separate from the new construction site, because considering that some other existing combustibles exist, this time the problem is the appearance of the existing building, so its The construction party and the construction side of the project, whether intentionally or not, did not follow the engineering construction rules for energy-saving renovation, and only followed the engineering rules for appearance modification. At present, through the practice of foreign counterparts, polyurethane is sprayed on the outside. If the polyurethane is directly to the air, it needs to be protected by a layer of things, because EPS, SPS or PU are not directly applicable to the air, and will be decomposed after a few years. So it is to be protected. Then, a peripheral panel was made one centimeter outside the polyurethane. It is clear in China that the aluminum plate that has been criticized is made of thin aluminum sheet and PVC inside. We do not advocate the direct connection of metal plates and insulation boards, with a layer of paint applied in the middle. The second is not allowed to have a continuous air slurry. Everyone can see that the previous technical regulations are not required. From the technical solution that started from this practice and engineering, we felt that the whole direction was wrong, and then the construction selection technology was completely considering the decoration.
